This young person will be under 19 and will have displayed at least 3 of the following 5 qualities:

• Exceptional personal development
• Outstanding dedication to their work
• Imaginative approaches to their work
• A positive role model for their peers
• Evidence of having made a positive contribution to the lives of vulnerable young people
